The London Plan – Zero Carbon

The Mayor of London has committed to run London on 100% clean energy by 2050, outlined in Chapter 5 of The London Plan; this has led to a number of developments to Building Regulations Approved Document Part L.

The London Plan – Zero Carbon

Policy 5.2 of The London Plan requires all major development proposals to submit a detailed energy assessment, and seeks to reduce the built environment CO2 emissions, in accordance with the following Energy Hierarchy:

Be Lean

The ‘Be Lean’ stage requires buildings to use less energy, for example, improving fabric efficiency, air permeability and to ensure adequate levels of daylight are sustained.

Be Clean

The ‘Be Clean’ stage requires that energy is supplied through efficient methods, such as investigating opportunities for connecting to existing district heating networks and utilising combined heat and power (CHP) systems.

Be Green

The ‘Be Green’ stage relates to renewable energy, and the use of innovative technology in buildings. These should be appropriate to the building and function efficiently in the real world.

Carbon Offset payments

Carbon Offset Payments are a cash in-lieu payment for the remaining CO2 emissions for the development.

The London Plan stipulates a cost of £60 per tonne over a 30 year lifetime for each dwelling: (£60 x 30 years = £1,800 per t.CO2)

Cost calculated at planning stage will likely be incorporated into Section 106 agreements.

There is some variance between boroughs and they can stipulate a local rate – Borough’s own policy will apply.

Zero Carbon Targets

From the 1st October 2016, all major new-build residential developments in London will need to achieve a ‘zero carbon’ standard, followed by non-residential by 2019. Between the 1st October and the introduction of the Zero Carbon targets, major non-residential developments will still be required to achieve a 35% reduction in CO2 emissions.

Carbon dioxide emission reduction targets are set as minimum improvements over the Target Emission Rate (TER), outlined in the Building Regulations.
